Sindh Social Protection Authority Jobs 2026 – Individual Consultants
Sindh Social Protection Authority (SSPA), Government of Sindh through its Project Management & Implementation Unit (PMIU) has invited Expressions of Interest (EOI) from qualified professionals for the selection of Individual Consultants under the Sindh Social Protection Delivery System (SSPDS) project. The assignment is being financed through World Bank Credit No. IDA/7229-PK.

Vacancies: 01
Qualifications
Candidates should have at least 18 years of education in Social Sciences, including fields such as Economics or Public Policy. A PhD degree is preferred.
Experience & Expertise
The candidate should have at least 18 years of experience in policy research and the development, implementation and evaluation of policies, preferably related to social protection or other relevant sectors.
A proven record of experimental research, relevant publications and peer-reviewed papers will be preferred.
Candidates should have strong knowledge of quantitative methods and experience with areas such as experimental/quasi-experimental causal inference, survey methodology, experimental designs, cost measurement, sampling/power calculations, mixed-methods integration and cost-effectiveness.
Experience with reproducible research practices, Stata/R/Python, quality assurance and data governance will also be relevant to the assignment.
Contract Management Specialist

Qualifications
Candidates should possess 16 years of education in Public Administration, Business Administration, Commerce, Contract Law, Project Management or another relevant field from a university recognized by the Higher Education Commission (HEC) of Pakistan.
A degree in Procurement, Contract Management or Supply Chain Management will be given appropriate preference.
Experience & Skills
Candidates should have at least 18 years of relevant experience, particularly in assignments matching the responsibilities described in the Terms of Reference.
Relevant expertise in procurement, contract management and supply chain management will be valuable.
The position requires proven experience in contract negotiations and dispute resolution, along with strong analytical, organizational and communication skills.
Candidates should also have a strong understanding of quality assurance and QC standards and relevant procurement and contract management best practices.
Quality Assurance / Software Engineering Specialist

Qualifications
Candidates should have a Bachelor’s degree with 16 years of education in Software Engineering, Computer Science, Information Technology or a related field from a recognized institution.
Relevant professional certifications will be considered an additional qualification.
Experience & Technical Skills
The position requires practical experience in managing large software systems and infrastructure and working in Quality Assurance environments.
Candidates should have at least 5 years of relevant experience in software systems, infrastructure or quality assurance, with additional experience in software development and data management considered valuable.
Familiarity with technologies and frameworks including MySQL, PHP (Laravel), Flutter, JavaScript, Next.js, React, Java/Kotlin, Angular and Python (FastAPI) will be an added advantage.
Knowledge of recognized quality models and standards, including ISO 27001 and CMMI, is also required.
Strong analytical and communication skills, together with the ability to communicate technical matters clearly in writing, are important for the assignment.

Important Instructions
The consultancy assignments will be conducted under the applicable World Bank Procurement Regulations for IPF Borrowers.
The selection of consultants will follow the Open Competitive Selection of Individual Consultants procedure described in the World Bank’s Procurement Regulations for IPF Borrowers, 2020 (November).
Applicants are advised to review the relevant Terms of Reference carefully before submitting their applications.
The advertisement also draws applicants’ attention to the applicable World Bank provisions concerning conflict of interest, including the relevant provisions under the Procurement Regulations for IPF Borrowers.
