Karachi, Pakistan – June 18, 2026: The Government of Sindh has unveiled an ambitious development agenda in its FY2026–27 Budget, allocating Rs385 billion for the Annual Development Programme (ADP) and an additional Rs15 billion for district development schemes. Massive Development Allocation to Boost Economic Activity
While presenting the provincial budget, Chief Minister Syed Murad Ali Shah emphasized that the government remains focused on long-term development through strategic investments and public-private partnerships (PPPs). The Rs385 billion ADP aims to accelerate progress in transportation, education, healthcare, climate resilience, and urban development.
The budget also includes:
- Rs256.1 billion for foreign-assisted development projects.
- Rs64.3 billion in federal development grants.
- Rs15 billion dedicated to district-level development initiatives.
These allocations are expected to generate employment opportunities, improve public infrastructure, and support inclusive economic growth across Sindh.
Public-Private Partnerships Continue to Expand
Sindh’s Public-Private Partnership (PPP) portfolio has grown to approximately Rs625 billion, making it one of Pakistan’s largest provincial investment programs.
According to the Chief Minister:
- Projects worth Rs190 billion are currently under construction.
- More than Rs365 billion worth of projects are in procurement and investment solicitation stages.
The government believes PPPs will continue attracting private investment while reducing the burden on public finances.
Major Infrastructure Achievements
During FY2025–26, Sindh invested significantly in strategic infrastructure projects. Notable achievements include:
- Operationalization of the Shahrah-e-Bhutto Expressway.
- Completion of the M9–N5 Link Road.
- Commercial operations at the Nabisar Vajihar Water Works Project supporting 1,650MW electricity generation in Thar.
These projects are expected to improve regional connectivity, facilitate trade, and strengthen Pakistan’s energy infrastructure.
Green Transport and Education Reforms
The provincial government allocated Rs50 billion for PPP initiatives during FY2025–26, spending approximately Rs30 billion.
Key outcomes include:
- Procurement of 756 electric buses, including 500 standalone electric buses and 256 buses for the Yellow Line BRT project.
- Operationalization of 19 upgraded girls’ schools under the Education Management Organization (EMO) model.
These initiatives support Sindh’s long-term goals of sustainable urban mobility and improved educational outcomes.
International Recognition for Climate Initiatives
Sindh’s climate-focused investments have also gained international recognition.
The USD 115 million Riverine Forestation Project received the prestigious PPP Deal of the Year (South Asia) Award 2026, while several provincial development projects were featured in the UNECE PPP Forum Compendium 2026.
The recognition highlights Sindh’s growing emphasis on climate resilience and environmentally sustainable development.
Development Spending Shows Strong Growth
The provincial government reported estimated development expenditures of Rs700.9 billion during FY2025–26, representing a 15% increase compared to the previous fiscal year.
Meanwhile, Sindh’s Foreign Project Assistance portfolio reached Rs366.7 billion, with actual expenditures totaling Rs259.8 billion, reflecting continued progress on donor-supported development initiatives.

The Sindh Budget 2026–27 positions the province for accelerated infrastructure development, enhanced public services, climate adaptation, and increased private-sector participation.
