The Sindh Solar Panel Scheme 2026 under the Solar Home System (SHS) initiative is being implemented in phases across Sindh. Instead of a single nationwide rollout, the government is prioritizing districts with higher energy poverty, rural populations, and severe load-shedding issues.
Overall, the program is gradually expanding to 30+ districts in different stages.
Phase 1 – Initial Pilot Districts
The first phase focused on early implementation and distribution activities in selected districts:

- Shikarpur
- Khairpur
- Qambar Shahdadkot
These areas were prioritized due to widespread rural communities and urgent electricity shortages.
Phase 2 – Expanded Rollout Districts
After the pilot phase, the program extended to additional districts:

- Khairpur (expanded areas)

- Jacobabad
- Dadu
- Jamshoro
This expansion is being supported through implementation networks including local partner organizations.
Karachi & Urban Sindh – Special Category
Urban inclusion is handled separately, targeting only low-income and under-served communities rather than full-city coverage.
Included areas:
- Selected low-income zones of Karachi
- Selected areas of Hyderabad
These are typically katchi abadis or regions facing irregular electricity supply.
Final Planned Coverage (Future Expansion)
The long-term plan aims to gradually extend coverage across around 30+ districts in Sindh, including:
