Planning & Development Department, Government of Sindh has announced career opportunities under the Sindh Coastal Resilience Project (SCRP) through its Project Management Unit (PMU). The project is being implemented with financial support from the International Fund for Agricultural Development (IFAD) and focuses on employment, livelihoods, value-chain development and community infrastructure in coastal Sindh.

Applications are invited from eligible and experienced Pakistani citizens for various project-based contractual positions. Candidates with relevant qualifications and experience in agriculture, rural development, finance, administration, procurement, communication, monitoring and evaluation, climate change and value-chain development can apply.
The appointments will initially be made on a one-year contract basis, which may be extended annually subject to satisfactory performance and the requirements and progress of the project.
Available Positions
Value Chain Specialist (PMU)
Candidates should have a Master’s degree or higher in Agriculture, Agricultural Economics or Business Management. Applicants should possess around 8 to 10 years of relevant experience in agriculture, rural development and value-chain development. Strong English communication skills are required, while fluency in Sindhi will be preferred. The maximum age is 50 years.
Manager Internal Audit (PMU)
Candidates should have a professional qualification such as CA, ACCA or CIA, or a Master’s degree in Finance, Accounting or a related field. Around 8 to 10 years of experience in internal audit, financial management or compliance is required. Experience with donor-funded projects, including IFAD, World Bank or ADB-funded projects, will be preferred. The maximum age is 50 years.
District Coordinator / Administration Facilitator (DCUs) — 03 Positions
A Master’s degree in Social Sciences, Management Sciences, MBA, Economics, Development Studies, Public Administration or a related field from a recognized university is required. Candidates should have relevant administrative and coordination experience. The maximum age is 50 years.
Business Support / Value Chain Positions — 03 Positions
Candidates should have a degree in Business Administration, Economics, Rural Development or Agriculture and around 10 years of relevant experience at an equivalent level. Experience with donor-funded projects, value-chain development, labour-market initiatives, employment generation and stakeholder coordination will be advantageous. These positions are associated with Badin, Thatta and Sujawal. The maximum age is 50 years.
Manager Finance & Administration (PMU)
Candidates should preferably hold CA, ACCA or MBA, or a Master’s degree in a relevant field. At least 10 years of relevant experience is required, particularly in project accounts, financial management and government financial regulations. Knowledge of IFAD financial guidelines will be advantageous. The maximum age is 50 years.
Value Chain Officer (DCUs)
Candidates should have a Bachelor’s degree in Agriculture, Agribusiness, Agricultural Economics or Business Management. At least 5 years of experience in agriculture, rural development, enterprise development or employment-related projects is required. Knowledge of local markets will be beneficial. The maximum age is 40 years.
Climate Change & Adaptation Specialist (PMU)
Candidates must have a Bachelor’s degree of at least four years in Environmental Sciences, Environmental Management or Natural Resources Management from a recognized university. At least 5 years of relevant experience in climate change, environmental and social safeguards, water-resource management or donor-funded programmes is required. The maximum age is 40 years.
Assistant PMU / DCU Finance & Administration — 04 Positions
Candidates should hold a four-year Bachelor’s degree in Accounting, Finance, Business Administration or Commerce. At least 3 years of relevant experience in administrative and financial matters is required. Knowledge of government financial rules is also desirable. The maximum age is 50 years.
Communication & Knowledge Management Specialist (PMU)
Candidates should have a Master’s degree or four-year BS/Hons degree in Public Relations, Communications, Marketing or a related field. At least 5 years of experience in communications or marketing is required. Candidates should have strong English and Urdu communication skills, while Sindhi-speaking candidates will be preferred. Knowledge of computers and desktop publishing software is also required. The position has a maximum age limit of 30 years.
Office Assistant (PMU)
Candidates should have a four-year Bachelor’s degree in a relevant field such as Business Management, Sciences, Media or Public Administration. At least 2 years of relevant office administration experience is required. Candidates should have good command of MS Office, Word, Excel, email and document management. The maximum age is 30 years.
Procurement Specialist (PMU/DCUs)
Candidates should preferably hold a Master’s degree in Supply Chain Management, Accounting, Finance, Business Administration or Economics. Around 10 years of experience at a senior level in a national or international organization is required. The maximum age is 50 years.
Monitoring & Evaluation Positions — 04 Positions
Candidates should have a Master’s degree in Social Sciences, Agricultural Sciences, Agricultural Economics or a related field. Around 3 to 5 years of experience in monitoring and evaluation is required, particularly in agriculture and rural development. Experience with data collection, project reporting and database management will be useful. Positions are associated with Karachi, Badin, Thatta and Sujawal. The maximum age is 40 years.
Gender & Nutrition Specialist (PMU)
Candidates should have a Master’s degree or higher in Social Sciences, Agriculture or Economics. Around 8 to 10 years of relevant experience in rural development is required. Strong English communication skills are necessary, while experience working in relevant districts will be an added advantage. The maximum age is 50 years.
Specialist / Senior-Level Finance Position (PMU)
Candidates should have a Master’s degree in Finance or Economics and relevant senior-level experience. Experience in agricultural finance, rural finance or microfinance, particularly at the head-office or senior management level of commercial or microfinance banks, is required. Around 8 to 10 years of relevant experience is expected. Fluency in Sindhi and strong English writing and communication skills are required. The maximum age is 50 years.
Contract Basis
All the mentioned positions are project-based appointments and will initially be offered for one year on a contractual basis. The contract may be extended annually depending upon satisfactory performance, project requirements and the continuation of the project.
Selected candidates will be offered a competitive market-based salary package according to their qualifications and relevant experience.
Eligibility Requirements
Applicants must be Pakistani citizens having Sindh domicile. Candidates already working in government organizations must obtain an appropriate NOC from their department and apply through the proper channel.
Female candidates are particularly encouraged to apply. Only candidates who meet the required educational qualifications, experience and age criteria should submit their applications.
