The Sindh Solar Panel Scheme 2026 under the Solar Home System (SHS) Project is being rolled out in phases across multiple districts of Sindh. Instead of launching everywhere at once, the government is prioritizing districts with high energy poverty, rural populations, and frequent load shedding.
Based on the latest official rollout updates, the program is now expanding across 30+ districts of Sindh in phases.
Phase 1 – Initially Launched Districts (Pilot + Early Rollout)

These districts were among the first where distribution ceremonies and installations began:
- Larkana
- Shikarpur
- Khairpur
- Qambar Shahdadkot
These areas were selected due to high rural population and urgent electricity shortages.
Phase 2 – Expanded Distribution Districts
After the initial rollout, the scheme was expanded to additional major districts:
- Sukkur
- Ghotki
- Khairpur (expanded coverage)
- Kashmore
- Jacobabad
- Dadu
- Jamshoro
These districts are part of the wider expansion under the Sindh Rural Support Organization (SRSO) implementation network.
Karachi & Urban Sindh Coverage (Special Category)
Urban districts are included under a separate category focusing on:
- Low-income households
- Slum / katchi abadis
- Irregular electricity supply areas
Included urban areas:
- Karachi (selected low-income zones)
- Hyderabad (selected schemes)
Unlike rural areas, urban distribution is need-based instead of blanket coverage.
Full Target Coverage (Final Phase Plan)
According to project planning updates, the Sindh Solar Scheme aims to cover:
- Around 30 districts of Sindh overall
- 200,000 to 275,000 households total beneficiaries

Important Note (Very Important)
There is no single permanently fixed public “final district list” yet, because:
- Distribution is happening in phases
- Beneficiary data is verified through surveys (BISP + local records)
- NGOs like SRSO/HANDS handle district-level deployment
So, district coverage is dynamic and expanding, not static.
